The Plumpang TBBM Strategic Role in Supporting 15% of the National Fuel Supply

Jakarta, March 16, 2023 - During the Commission VII DPR RI hearing on Thursday, March 16, 2023, PT Pertamina (Persero) conveyed the significant role of Plumpang Fuel Terminal (TBBM) in guaranteeing the national fuel supply.

President Director of Pertamina, Nicke Widyawati, said that after the Plumpang BBM Terminal incident, Pertamina guarantees the fuel supply in the Jabodetabek area, so there would be no interruptions. The fuel supply, which used pipelines, was replaced with transportation by sea and adding by tankers.

"We are running all the options and alternatives in this emergency. Thank God there was no supplies shortage after the incident," Nicke said.

Efforts to ensure a sufficient fuel supply after an incident are vital  because Plumpang TBBM supports 15% of the national fuel supply.

Nicke explained that  Plumpang TBBM is an important facility that is integrated with other Pertamina facilities at the Jakarta Integrated Terminal.  Plumpang TBBM plays a role in retail fuel storage, which is supplying 790 petrol stations in 19 cities/regencies covering the provinces of DKI Jakarta, Banten, and West Java.

Plumpang TBBM also has a complete supply chain, where fuel supplies are delivered from the Pertamina Balongan Refinery via a pipeline of more than 200 km and from ships. TBBM Plumpang is also a supporting facility for LPG, Lubricants, and a research center.

Nicke explained that the plan to build facilities at the new location was not to replace or move Plumpang TBBM, "Building a terminal at the new location was planned three years ago to support Pertamina's energy transition program, which requires additional facilities for products new," she said.

At the new location, Pertamina will build a Green Multi-Purpose Terminal, which will be a business support facility for Petrochemicals, Ammonia, Hydrogen, Green/Sustainable Aviation Fuel, Biofuel, and others. This multi-purpose terminal will also support Pertamina's efforts to achieve the Net Zero Emission target in 2060 as a green terminal.

This multi-purpose terminal will also have a deeper dock. Thus, it can accommodate larger vessels to support Pertamina's supply chain.

"So this new terminal has been included in the company's long-term plans and was not built solely because of the Plumpang incident. Later the new terminal and Plumpang TBBM will run side by side. Plumpang TBBM will continue to operate for industrial fuel storage," Nicke said.

Pertamina hopes for the support of all stakeholders for the company's plan, including the construction of buffer zone at Plumpang TBBM to maintain community safety around the location. Pertamina's oil and gas locations still have a high risk, thus having a buffer zone is important.**
