Successfully Improve Local Content Requirements Qualification, Special Task Force for Upstream Oil and Gas Business Appreciated Pertamina Upstream Subholding Perwira

JAKARTA -- Pertamina’s Upstream Subholding Team received the “Appreciation for the Implementation of the 2021 Phase-1 Joint Assessment” at the JS Luwansa Hotel, Jakarta, Thursday, December 16, 2021.

This appreciation is the Special Task Force for Upstream Oil and Gas Business (SKK Migas) program: Implementing the Improvement of National Supplier Competitiveness. This program is part of IOG 4.0 Charter carried out by the Supply Chain Management and Cost Analyst Division of SKK Migas. Together with Contractor Cooperation Contract (K3S) and the Ministry of Energy and Mineral Resources, SKK Migas conducted an assessment and development program with domestic providers of goods and services supporting upstream oil and gas business activities.

At the same time, the Director of Oil and Gas Program Development of Ministry of Energy and Mineral Resources, Dwi Anggoro Ismukurnianto, appreciated the assessment and development program with domestic providers of goods and services.

“This is a collaboration and synergy between the Directorate General of Oil and Gas, SKK Migas, and K3S in ensuring that domestic products are able to meet the specifications, quality, and needs of oil and gas operations,” he said.

Onshore Procurement Manager Pertamina EP (Regional) 2, Yan Martes Andreas, on behalf of VP SCM & AM PHE Subholding Upstream, also conveyed the same thing. According to him, Pertamina is very supportive of the assessment and coaching program initiated by SKK Migas. Thus, as the main component of the supporting industry for oil and gas operations, domestic producers are able to produce goods with product quality that can meet the standardization needs of upstream oil and gas operations.

“This program is also able to create a multiplier effect for the national interest, especially in the upstream oil and gas industry. The involvement of Perwira (Pertamina Officers) in the Assessment and Coaching Program, which has been and will be carried out in the next stage, is expected to contribute more considering that 60% of the oil and gas working area in Indonesia has been managed by Pertamina,” he said.

Yan added that this award is expected to spur the awareness of Perwira to be more directly involved to empower national capacity. “The goal is that the oil and gas supporting industry has the domestic capacity to produce goods and services needed for national oil and gas operations and has the competitiveness in the international market,” he said.

PHE Project Expert, Jon Spadi, said that the appreciation obtained by Upstream Subholding is a tangible manifestation of Pertamina in increasing national production capacity. “PHE received an award for its participation in increasing national production capacity. So far, PHE has collaborated with SKK Migas and other stakeholders to create a scope or project for the industry to develop better. PHE is also committed to conducting assessments on local manufacturers so that they can become a qualified manufacturer to our standards,” said Jon.

On this occasion, the Coordinator of the Tubulars, Valve, & Fitting Commodity Team, Ardian Fandika, said that it is hoped that they can get local vendors with good quality goods with the formed team following the needs of operations in the field.

“We support SKK Migas and the Directorate General of Oil and Gas to verify local capabilities by sending personnel, such as specialists or engineers for certain disciplines which we call Subject Matter Experts (SME) in the joint assessment team. The target is to get local vendors with the quality of goods following the needs of our operations in the field and the highest Local Content Requirements (TKDN). For that effort, SKK Migas gives this appreciation to us for our achievements, “explained Ardian.

Meanwhile, the SME Coordinator for the Mechanical Static Commodity Team, Irawan Josodipuro, said collaboration is needed to evaluate local manufacturers and obtain a useful database for further coaching programs.

“We really need collaboration in all fields, and we are grateful that in the end, all the programs we do were approved. That’s why we get this appreciation. The next step, because this program is only the first stage, we will automatically go to other manufacturers. All Manufacturers will be evaluated so that a database will be created later. Thus, we know the capabilities and capacities of these manufacturers and are expected to be useful for the development of further coaching programs,” said Irawan.

At the same time, the team member, Denny Rezky, said he was proud of the appreciation received from SKK Migas. According to him, this appreciation proves that Perwira can contribute to the success of government programs. “Perwira is always ready to contribute to the success of government programs with the main goal to increase the national capacity of Domestic Producers (PDN) and empower them,” he concluded. *RIN
