JAKARTA - PT Pertamina (Persero) with its partner Rosneft Oil Company are inviting the societies to provide feedback and suggestion related to the Environmental Impact Assessment (EIA) study implementation for the construction and operation of a new integrated fuel refinery and petrochemical in Tuban.
Director of Refinery and Petrochemical Megaproject of Pertamina Rachmat Hardadi says as a follow up of the Presidential Regulation of Indonesia No. 146 In 2015, on the Construction and Development Implementation of Domestic Oil Refinery, Pertamina and Rosneft on December 14th, 2016 has made the kick off for the EIA and the Environment and Social Impact Analysis (ESIA).
In accordance to the Regulation of State Minister for the Environment No. 05 In 2012, Tuban refinery activity shall have the EIA document which included as Integrated EIA in accordance with the Government Regulation of Indonesia No. 27 Year 2012 on Environmental Consent. In accordance with Minister of Environment Regulation No. 08 In 2013, the Integrated EIA document is considered by the Central Audit Commission for EIA (Komisi Penilai Amdal – in Indonesian) on Ministry of Environment and Forestry
As part of those integrated EIA, State Minister for the Environment Regulation of the Republic of Indonesia Number 17 Year 2012 on Guidelines for Community Involvement in the Process of Environmental Impact Analysis and Environmental Consent, Pertamina and Rosneft are inviting the societies to provide feedback and suggestions on these action plans through letter, facsimile, or email (contact address attached).
"Along with these conditions and as a further step after the kick off of EIA and ESIA, starting today, Monday, January 9th, 2017 we announce the implementation of the integrated EIA for the construction and operation of the Tuban refinery and at a time inviting the societies to submit comments, suggestions, and feedback until the deadline by January 20th, 2017, "explained Rachmad Hardadi.
The Integrated New Fuel Refinery and Petrochemical in Tuban is a crude oil refinery with feed capacity of 300,000 barrels per day. To support Pertamina-Rosneft refinery, supporting facilities will be constructed include jetty, submarine pipelines, SPM (Single Point Mooring), crude oil storage tanks (tank farm), and utilities and office complex.
Besides, the land reclamation (flattening the coastline) and dredging vessel’s groove also will be done. Pertamina-Rosneft refinery together with its supporting facilities occupy the area of about 404 ha located in Remen Village, Mentoso, Rawasan, Wadung and Kaliuntu, District Jenu, Tuban, East Java Province.
As known, the EIA is the main requirements before the land clearing process and site development as the preliminary work of the project can be implemented. The EIA job, will be completed within six months, in line with President Joko Widodo instruction during a work visit to Tuban on November 28th 2016 which asked Pertamina Management to implement ground breaking project of Tuban NGRR in early July 2017.
"To guarantee the target achievement which already set, it need to accelarate the land preparation to be used for the refinery construction. Therefore, the EIA work is crucial."
